Overview
Skylance supported Old Dominion University and NASA Langley in designing an “Action Area” that gave founders, researchers, and stakeholders a shared engine for collaboration in emerging technologies.
The Challenge
Hampton Roads had strong ingredients (startups, researchers, customers), but no shared structure to coordinate activity, define a focus, or translate interest into a durable innovation hub. You can see below that the geography makes collaborative cohesion a major challenge.


The Solution
Skylance helped define the hub’s strategic focus, operating model, and scorecard. We aligned stakeholders around a coherent value proposition, clarified governance and incentives, and established KPIs that made progress measurable.
